Logs the #63147 engagement in TRACKED_ISSUES.md (binary-confirmed mechanism posted as cnighswonger; our #63172 consolidated in; drove #162/#160). Pure tracking-log entry, no code.
Note: this had to be a PR because the new main ruleset blocks direct commits — flagging that per-entry engagement logging now carries PR overhead (see PR comment).
